POSITION SUMMARY:
Under limited supervision, the Senior Payroll Analyst performs a variety of advanced payroll accounting and processing duties. Employees in this job class handle escalated questions and issues from less experienced analysts and works with the Payroll Manager to develop department work processes. This job class prepares, processes, maintains, verifies, and reconciles payroll records and requires detailed knowledge of multi-state and federal wage and hour laws; the ability to process new or unique payroll transactions, design and produce reports, and handle escalated customer service questions and issues.
TYPICAL DUTIES:
1. * Performs a variety of advanced administrative duties in the preparation and processing of payroll, salary, benefit and leave of absence calculations.
2. * Works with Payroll Supervisor to document, implement and
communicate new processes, systems and procedures. Recommends and
implements improvements to department processes.
3. * Assists departments and staff by answering questions related to payroll data, procedures and transactions, and resolving issues related to compliance with company policies and regulatory requirements.
4. * Reviews and coordinates information requests for data from auditors and state and federal agencies; determines what data to provide and in what formats. Ensures that information is released in accordance with company policy and department procedures.
5. * Processes garnishments, levies, and unclaimed property documents that have unique complexities or that have been escalated from lower level analysts.
6. * Designs standardized external reports for government and regulatory entities and either codes final reports, or works with programmers to develop and code.
7. * Designs, formats and produces a variety of payroll, salary, and benefit reports for management. Reviews requirements with requester, and determines specific data, formats and formulas to meet needs.
8. * Partners with HR to coordinate payroll requirements for leaves of absences, terminations, and other payroll status changes; responsible for researching the application of state and federal requirements for accurate payroll processing and communicating conclusions to the payroll manager and HR partners in a clear and concise manner.
9. * Processes termination checks, referring to wage and hour laws, or Federal and/or Union contracts as applicable. Reviews and interprets requirements for escalated terminations.
10. * Conducts periodic system audits to ensure accurate payroll records and to monitor salary and benefit related data. Reconciles labor distribution from timecard entries to project accounting and GL entries.
11. * Establishes procedures and formats for maintaining payroll related files and records.
12. * Prepares GL reconciliations for payroll and benefit liability accounts.
13. * Completes audits of payroll processing to ensure accurate payments.
14. Performs other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:
•High School Diploma or G.E.D.; Associate’s Degree in Business Administration preferred;
•Five or more years of payroll processing experience;
•Ability to handle non-routine issues or new issues and resolve;
•Familiarity with the features and functions of an automated payroll system;
•Knowledge of multi-state and federal wage and hour laws and regulations, including interpretations;
•Thorough knowledge of department workflows, processes, systems and requirements;
•Computer literacy, including word processing, spreadsheet, database and presentation software applications; to design and code detailed management reports and documents;
•Human relations skills to maintain effective relationships with others and work in a team environment;
•Proven ability to protect the confidentiality of employee information;
•Fundamental mathematical ability including addition, subtraction, multiplication, and division;
•Ability to communicate effectively both orally and in writing; and to present information and respond to questions from staff, management, and others.
•Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation;
•Flexibility to respond to changing work priorities and handle multiple projects at the same time;
•Demonstrated organizational, problem solving and common sense skills.
•Ability to act responsively to customer inquiries and requests; and escalate appropriately.

Employees may experience the following physical demands for extended periods of time:
•Sitting (80-90%)

•Occasionally bending/stooping to lift boxes up to 25 pounds
WORK ENVIRONMENT:
Work is performed in a business office environment with limited privacy and exposure to noise from others conducting business on the telephone.
