POSITION SUMMARY:   

Under minimal supervision, the ProPath Career Progression Manager is responsible for overseeing, monitoring, and supporting the effective implementation of the ProPath career progression program at Ft. Bliss. Employees in this job class serve as the primary program resource for Operations, Rehabilitation Services, site Points of Contact (POCs), managers, and supervisors by providing program oversight, training, technical assistance, and ongoing monitoring of employee career progression documentation and activities. This job class requires knowledge of rehabilitation best practices, career development frameworks, data tracking and reporting systems, and the ability to collaborate with cross-functional stakeholders to promote accountability, consistency, and continuous improvement.

 

TYPICAL DUTIES:  

1. *Provides complete oversight and monitoring of the ProPath career progression program at Ft. Bliss, ensuring consistent implementation and adherence to established standards.
2. *Monitors completion of ProPath skills checklists, job assessments, career plans, and required documentation.
3. *Tracks program progress and trends using Power BI dashboards and reporting tools; analyzes data to identify gaps, risks, and opportunities for improvement.
4. *Follows up with managers, supervisors, and site POCs regarding incomplete or overdue ProPath requirements and supports resolution.
5. *Serves as the primary point of contact for ProPath-related questions, guidance, and communication, including monitoring and responding to the ProPath email account.
6. *Develops, delivers, and maintains training programs, onboarding sessions, and refresher trainings for Operations leadership, Rehabilitation Counselors, supervisors, and POCs.
7. *Provides ongoing technical assistance and coaching to stakeholders to support effective use of ProPath tools, forms, and processes.
8. *Develops and updates Standard Operating Procedures (SOPs), training materials, job aids, and program resources to support consistency and scalability.
9. *Collaborates with Rehabilitation Counselors, Operations leadership, and other stakeholders to promote employee engagement, accountability, and adoption of career progression practices.
10. Performs other duties and special projects as assigned

MINIMUM QUALIFICATIONS: 

• Minimum of five (5) years of relevant professional experience in rehabilitation services, workforce development, program management, or a related field.
• Previous experience supporting or working with individuals with disabilities is preferred.
• Knowledge of career progression, workforce development, or rehabilitation program models
• Experience developing and delivering training to diverse audiences
• Strong organizational, analytical, and problem-solving skills
• Ability to analyze data and interpret trends using reporting tools such as Power BI
• Strong written and verbal communication skills
• Ability to collaborate effectively with cross-functional teams and leadership
• Proficiency with Microsoft Office tools and program tracking systems

 

EDUCATION REQUIREMENTS: 

Bachelors Rehabilitation Services or related field
A comparable combination of formal education and work experience will be considered. 

 

CERTIFICATES OR LICENSES REQUIRED:  

The following licenses or certificates may be required depending on local, state and/or contract requirements:
Valid Driver's License

 

PHYSICAL REQUIREMENTS:  

• Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:
• Sitting, standing, and walking
• Using a computer, keyboard, and other office equipment
• Communicating verbally and in writing
• Occasional lifting of light materials (up to 20 pounds).

 

WORK ENVIRONMENT:  

This position operates in a professional office and site-based environment with occasional travel to program locations as required. Work may include a hybrid or on-site schedule depending on operational needs. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
