There are no direct reports with this position.

 

 

POSITION SUMMARY:  

Under minimal supervision, the Benefits Administrator supports the employee benefits administration function. Employees in this job class act as a liaison between employees and insurance carriers with regard to eligibility and coverage issues; managing all aspects of enrollment as well as changes due to qualifying events and terminations; communication and problem resolution in partnership with internal resources and external benefit carriers; providing benefit-related education and training including new hire orientations and open enrollment meetings; using good judgement when resolving complex benefit and employee issues, and providing general support to the benefit function as needed. This job class requires an advanced knowledge of various employee benefit programs.

 

 

TYPICAL DUTIES:

1. *Oversee benefit enrollments, changes and terminations in various plans. Ensure time-sensitive benefit information is accurately entered in HRIS and Benefit systems.

2. *Oversee all regular changes to employee retirement plan deferral amounts. Perform regular audits to ensure accurate paycheck deductions that align with Plan Recordkeeper information.

3. *Create and compile various reports related to benefit eligibility. Monitor employee eligibility and ensure appropriate communication from benefits vendor. Communicate eligibility events with field HR representatives for follow-up.

4. *Prepare routine audit reports to monitor employee status changes affecting benefit eligibility.

5. *Assist employees in understanding and utilizing their benefits. Answer employee inquiries in a responsive and professional manner.

6. *Partner with broker and carrier representatives to resolve routine and complex benefit issues. Work with Benefits Director to report any significant or recurring issues or trends.

7. *Assists in development of collective bargaining proposals for employee benefits and analyzes union benefits demands. Assists in the interpretation and execution of employee benefits as agreed to in the signed Collective Bargaining Agreements.

8. *Reconcile and pay time-sensitive monthly invoices for benefits carriers as well as union trust, health and annuity plans. Determine employee eligibility for union medical plans as required by the signed CBA(s)

9. *Collaborate with the Payroll Department to ensure billing and payroll deductions are accurate. Initiate refunds, payment arrangements and retroactive adjustments related to employees’ contributions as needed.

10. *Assist with annual open enrollment processes, benefit training, orientations and benefit fairs.

11. *Researches and resolves all employee benefit inquiries and complaints to ensure quick, equitable, courteous resolution.

12. *Process all QMCSOs, including determining eligibility and affordability for plans offered, in conjunction with various state and local requirements.

13. *Provides prompt and compassionate assistance to the families of deceased employees and assists in filing life insurance claims and claims for other benefits through PRIDE.

14. *Draft benefit-related correspondence.

15. *Oversees Education Assistance Program.

16. *Monitor federal and state benefit-related legislation.

17. Perform other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:

•Bachelor’s Degree in Business Administration or related field;

•Seven or more years of benefits related work experience;

•Supervisory skills to hire qualified employees, provide for their professional development, administer performance management and disciplinary processes effectively, and address employee relations appropriately;

•Advanced knowledge of complex benefit concepts, practices, procedures and legal requirements;

•Experience implementing and managing self-funded insurance plans

•Experience executing collective bargaining agreement benefit programs;

•Experience with health and welfare benefits under the Service Contract Act;

•Advanced computer literacy including word processing, spreadsheet, database and presentation software;

•Excellent project management skills and the ability to work with other departments i.e. payroll, finance, IT on benefit related projects;

•Human relations skills to build effective relationships with benefit vendors and ensure customer service objectives are met.

•Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by executives, senior management, vendors, customer, and/or employees

•Demonstrated leadership, organizational, reasoning, problem solving, and analytical skills

•Exceptional customer service skills

•Strong writing skills with the ability to take complex concepts and make them understandable to a diverse audience. Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation; •Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;

•Clear understanding and judgment with regard to protecting strictly confidential information;

•Ability to establish priorities, meet imposed deadlines, and solve a wide range of business, operational, and strategic management problems;

•Flexibility to respond to changing work priorities and handle numerous projects at the same time. Strong organizational skills and attention to detail.

•Ability to handle confidential information with tact and discretion.

 

 

EDUCATION REQUIREMENTS:

Associates

A comparable combination of formal education and work experience will be considered.

PHYSICAL REQUIREMENTS:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

• Viewing computer screen/monitor

• Keyboarding

• Answering phone/making calls

 

 

WORK ENVIRONMENT:

Work is performed in a normal office environment with limited privacy and some exposure to background noise. Travel is required. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
