POSITION SUMMARY:  

Under broad supervision, the Roads and Grounds Supervisor plans and manages staff activities related to the management of all roads, grounds and landscaping functions and related facilities support buildings on a federal installation.  Employees in this job class manage the delivery of maintenance and repairs to roads, grounds, airfields and firebreaks.  This job class requires knowledge of preventative and corrective maintenance programs for roads and grounds.  

 

 

TYPICAL DUTIES:
1. *Plans, organizes and manages contractually provided delivery of maintenance and repairs services for roads both paved and unpaved, buildings and other infrastructure components.  Provides for quality control, inventory management, record keeping, and management reporting.
2. *Manages compliance with contract terms, conditions and obligations. Develops a professional working relationship with key contract personnel, and establishes official lines of communication.
3. *Supervises employees; ensures a competent, motivated team through hiring, training, development, counseling and reviewing the performance of employees.
4. *Develops and implements Preventative and Corrective Maintenance programs for the equipment and systems associated with roads and grounds.
5. *Ensures Corrective Maintenance is entered and accounted for in the Contract Management System.
6. Performs other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:
• Three or more years of experience in facilities maintenance, roads and ground support functions including one year in a supervisory role;
• Knowledge of vehicle maintenance practices and techniques including federal and state codes, laws and regulations governing the maintenance of vehicles;
• Supervisory skills to hire qualified employees, provide for their professional development, administer performance management and disciplinary processes effectively, and address employee relations appropriately;
• Ability to effectively supervise and develop assigned team to meet production/service goals while adhering to safety policies and rules;
• Effective oral and written communication skills using appropriate business English;
• Demonstrated leadership, organizational, common sense and problem solving skills;
• Human relation skills to build effective relationships with team and customers;
• Effective customer service skills;
• Intermediate computer literacy including knowledge of word processing, spreadsheet, database and presentation software;
• Knowledge of business English including vocabulary and spelling;
• Fundamental mathematical ability including addition, subtraction, multiplication, and division;
• Ability to establish priorities and solve operational problems;
• Flexibility to respond to changing work priorities and handle numerous projects at the same time.

 

 

EDUCATION REQUIREMENTS:

 

High School Diploma or GED

 

 

CERTIFICATES OR LICENSES REQUIRED:

The following licenses or certificates may be required depending on local, state and/or contract requirements.

 

ClassA License

Hazmat End

Fed Security Clearance

Valid Driver's License

 

 

PHYSICAL REQUIREMENTS:
Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

 

• Maneuvering over uneven ground
• Maneuvering in, around, and on equipment
• Climbing and working from high platforms
• Reaching, pushing, and pulling gears to operate levers, and steering wheel
• Bending, stooping, and reaching
• Lifting or moving tools, equipment and/or materials up to 50 pounds

 

 

WORK ENVIRONMENT:
Work is performed at a customer’s location on job sites in a construction environment with various tools, and mechanical, electrical and construction equipment.  Transporting to work locations within the site.  At times, may be required to work in confined spaces. Employees may be exposed to hazardous equipment, toxic substances, noise from equipment, and depending on external weather conditions, wind, rain, cold, and heat.  Travel between facilities and work locations may be required.
